Just for the record: This broke
make CONFIG_INTERNAL=no CONFIG_NIC3COM=no CONFIG_SATASII=no
CONFIG_DRKAISER=no CONFIG_SERPROG=yes CONFIG_FT2232SPI=no
CONFIG_BUSPIRATESPI=no

The correct fix is to move fallback_*() and noop_*() to a separate file
which is compiled unconditionally. Will fix tomorrow.
