[flashrom] patch to add support for Xilinx parallel III/DLC5 programmer cable

Hi Peter,

this is now committed in r1437 with small modifications on top of
Stefan's version.

You can try it by running
flashrom -p rayer_spi:type=xilinx

That's an option. We should revisit this once we support alternative
names for programmers.
